Are there any people search sites (not social media) that allow you to search by name and city/state only?
Most of them give an error or don't allow you to continue searching if you try to leave the last name field blank.      

Yes, this problem is common because most services are built specifically for searching by first and last name together. If you leave the last name field empty, the system considers it an incomplete request and blocks it. But as an alternative, you can use specialized services for searching for people, where filtering is allowed only by name and city/state, or advanced search in public databases and directories.      

Often, there is a real problem with such sites. They seem to promise a search by name and city, but without a last name, the system simply does not allow it. As a result, you either have to try dozens of services or get a bunch of irrelevant results. In such cases, it's more convenient to use services that work on a different principle. For example, instant search for the owner of a phone number and here there is more information than a standard search by name. You enter the number and the system already pulls up data about the person, including the possible city of residence and sometimes even social profiles. This is faster and more accurate than sitting and guessing whether there is a match based on just one name.
