AP2 Copper Keep Out Question

I am looking to use the AP2 surface mount module that uses an F antenna.

The data sheet suggests that I have a copper keep out above the antenna of 4cm by 10cm min.

The drawing suggest this keep out area is board substrate. What I would like to know is if any dielectric can occupy this area? Air for example is preferable to keep the board size small.

The request of the datasheet is the optimized recommendation which provide AP2 module adequate RF performance. If this is not possible in your design, to prevent the RF degradation, the minimum request is to keep the F-antenna without touch with any materials. The open space around the F-antenna could be occupied by dielectric, such as plastic housing etc, but should avoid any metal components or metal objects.
