You will occasionally get EVENT_RX_FAIL_0x02 when the RF conditions are not good. If you are seeing a lot, try putting your usb stick closer to the sensor.
The fact you are seeing the channel parameters change to match your HRM device number means that the HRM is found and the channel parameters are changing from wildcard to match what was found. You should then see a mix of rx fails and broadcast message rx events.
