I would like to use a Garmin hr strap for research purposes.
Can you recommend an application for PC that can record HR second by second and HRV as well?

SimulANT+ might be a good tool to start from, you can use the Python Scripting Engine to quickly output the data to CSV for instance, or you can use the SimulANT+ Library to build a custom application using C#.

Once I install and use the C# library, can I access to the real time data every frame (10-30Hz)?

The heart rate straps themselves only broadcast at ~4 Hz, which is also the fastest rate at which you will be able collect data from it.
