I need some help, I have a right garmin vector 3 pedal that has the ID number ineligible, and the right pedal only communicates with the left pedal giving the ID number. I've tried using the ANT+ Simulator, but I wasn't successful. I'm extremely new to ant protocols, and if you have someone who could give me a tip to get this ID number.

To confirm: you are unable to follow https://www8.garmin.com/manuals/webhelp/vector3/EN-US/GUID-AF0DDF7E-A556-4D14-B6F5-DE8335F7FCFD.html because the sensor ID is not visible on the pedal? It should be engraved on the spindle. You can see it in https://youtu.be/irYBH34vH6o?t=44 (at 44 seconds per link).

You will need to contact Garmin support as the link between the pedals is proprietary not ant+.
