I'm interested in ant+ and would like to implement ANT+ device prfile on soc chipset(not nordic chipset)

so Is there a linkable library based on socs that implements the ANT ultra low power wireless protocol?

ANT is only available on specific SOC parts. See https://www.thisisant.com/developer/components/ Nordi.c is the only radio solution that is recommended for new designs.
