There are lots of posts in biking forums that report this issue.
Flapping jerseys seem to cause hr transmission problems quite often. I've seen posts where they discuss cotton vs. polyamide vs. polyacrilic ..., tight vs. loose, ...
And if I remember right, I've seen posts of people sobbing that their expensive textile hr strap is worse than the cheaper plastics strap.
So maybe you should resort to those biking forums and try to find answers there.
I myself never observed that. But maybe my jersey is just stuffed too well
Btw, if your hand crafted receiver reports these spikes you shouldn't be too harsh with it.I'm quite sure that Garmin GPS devices apply heavy filtering on received data to remove any kind of noise and provide the illusion of a continuous smooth hr transmission. The unfiltered truth is quite different.
