Using the information in the Bicycle Power Device profile, I am trying to connect to the PowerTap on the device. However, I am having no luck with the Device Type 11. I can successfully connect and get data from a Heart Rate monitor. Using the same basic logic, just updated the Device Type and Channel Period. But absolutely no luck.

Has anyone been able to make this connection?

Any suggestions will be greatly appreciated.

Yes, although on other PowerTap models.
Double check ALL connection parameters in the device profile.
Try with SimulANT or ANT Sensor Simulator to see if these can connect. If yes, there's definitely a glich in your code.

Unfortunately, I was just told by saris that their ANT+ is not open and that they do not release the protocol information.      

"their ANT+ is not open" means that they just use ANT but don't support ANT+ (i.e. the device profiles that ensure interoperability).

I don't know your particular PowerTap model, but I own a Power Tap Pro something and I can remember that this once was NOT ANT+ compliant, but they offered a hub firmware update. In fact they sent out (or one of their distrubutors did) a little piece of hardware that you'd plug into a socket under your hub cover to do the update. Result: the hub was ANT+ compliant with the new firmware.

Oops, I just saw that the 300 Pro isn't a hub, but a stationary bike trainer - well this explains things.
