Hi jimbo,
The reason two ANT USB sticks are recommended is that one ANT USB stick will be used by your application to receive ANT+ Heart Rate Profile messages, and the other ANT USB stick will be used by SimulANT+ to simulate an ANT+ heart rate monitor. While you do not have to test your application against SimulANT+ and can run it directly against the vivosmart HR (thus only requiring one ANT USB stick), we highly recommend running your PC application against SimulANT+. This is because:
1. Developing against SimulANT+ is easier to debug than against a product because it provides logs
2. Testing against SimulANT+ ensures your product is interoperable with all ANT+ transmitters and readies your product for ANT+ Certification

downloads page.
