Generic usb drivers WinUSB/libusb

Hi. I was thinking of starting a project that would be based on Electron platform to make it easily portable between different OSes. The platform has a library that is an API to the libusb (linux) driver or WinUSB (Windows) driver.

Assuming knowledge of USB programming and knowledge of ANT messaging, would programming the ANT USB stick require additional proprietary knowledge that is not documented in order to properly communicated with the ANT USB Stick device? Would you have to have more intimate knowledge of the usb dongle hardware?

For instance if I established serial communications with the dongle, would it be suffice to know ANT messaging to successfully monitor and control devices over the ANT+ networking?
