My Cycleops Virtual Trainer is not recognizing the Cycleops Power ANT+ stick even though Windows says it is properly plugged in. I am running Virtual trainer in Parallels if that makes a difference but it should not. One person mentioned that I cannot run Garmin ANT+ at the same time, so I quit out of it, but it still is not registering the stick. What should I do      

You've been told right: only one application can use the stick at any point of time. So a running Garmin ANT Agent blocks out other SW from using the stick.

For further diagnosis you could try to install ANTware II (to be found here: http://www.thisisant.com/pages/developer-zone/software-tools ).
Run it in the same Parallels environment. Does Antware II find your ANT stick (i.e. display it in the left screen area)?
If no, either the installation (drivers, ...) is not ok, or another software (most probably Garmin ANT Agent) is still blocking the stick).
If yes, the stick is properly installed and available -> the problem should be one of your Cycleops software.
