The log messages in the log files are defined in Appendix A - ANT Message Details of the ANT Message Protocol and Usage Document. The data transmitted by the HRM is formatted according to the data pages defined in the HRM Device Profile Document.
Both Documents can be found in the Documents Download page.

Log Messages - The first value in bold is the time stamp of the transmit/receive event in seconds. The second value refers to the raw PC time in milliseconds (time since your PC was turned on).

I'm looking through Appendix A of the Ant message protocol and HRM protocol doc and cannot find a definition for A4. Where can I find that definition?

You can look at Section 7 - ANT Interface (in the ANT Message Protocol and Usage Document) for the complete definition of the serial interface messages.

A4 is the SYNC byte (Section 7.1).
