Yes, 'ANT+ Members' means companies or individuals who pay the $1500 annual fee. ANT+ members get early access to new device profiles, direct technical support, and various other benefits as outlined here:

The only other 'membership' level is ANT+ Adopters - which means anyone who has signed the ANT+ adopter agreement; and therefore has access to most existing device profiles. (I will always refer to this group as ANT+ Adopters).
Yes, FE-C is currently only available to ANT+ Members.
Yes, it will eventually be released to ANT+ Adopters as well.
No, I do not yet have a date for when this release will be. You are not the first person to request the full release though, so I hope to have some updated information soon. The member early release occurred in March this year, so ANT+ members have already had a 6 month head start on the market.
